Fairey Named President of National Energy Network
 
Philip Fairey, Interim Director of the Florida Solar Energy Center (FSEC), has been 
named President of the Residential Energy Services Network (RESNET). 

RESNET¿s mission is to improve the energy efficiency of the nation¿s homes and to 
qualify more families for home ownership by expanding the national availability of 
mortgage financing options and home energy ratings.  RESNET is the industry
association that represents the nation¿s home energy rating system (HERS) industry, 
which is now rapidly growing in all 50 states with more than 4,000 home energy 
raters and numerous allied organizations. 

RESNET¿s home energy rating system is used as the qualification basis for EPA¿s 
EnergyStar® new homes program, the basis for qualification for Fannie Mae¿s energy 
efficient mortgage programs, and as the basis for computing energy savings in DOE¿s
Building America program nationwide.  The organization is also responsible for the 
development of the national standards that govern the accreditation of Home Energy 
Rating Systems and Home Energy Rating Training providers and for the standards
governing the testing and certification of Home Energy Raters nationwide. 

Fairey has been a RESNET board member since 1998. He has served as co-chairman of 
their Standards Drafting Committee and as chairman of their Training and 
Certification Committee and Software Verification Committee, where he has been a
driving force behind the development of the market infrastructure necessary for the 
home energy ratings industry to flourish nationwide. 

A graduate of Clemson University with a B.A. degree in architecture and a master¿s 
degree in city and regional planning, he has been with FSEC since 1980.  Fairey 
initiated the center¿s building science research program, and was honored by the
University of Central Florida as its university-wide distinguished researcher in 
1987.  He served as FSEC¿s Deputy Director from 1990 until 2002, when he was named 
Interim Director. 

The Florida Solar Energy Center, a research institute of the University of Central 
Florida, is the largest and most active state-supported energy research center in 
the country.  Current research activities include solar water and pool heating, 
solar electric and distributed generation systems, energy-efficient buildings, 
alternative transportation systems, hydrogen fuel, and other energy areas. For more
